A 104-unit development proposal moves into the public-review phase
A proposal to build a 104-unit apartment complex near Breckinridge Lane and Pecunnie Way is drawing pushback from nearby residents as the project begins the zoning and neighborhood-review process required for major land-use changes in Louisville.
The applicant, Creekside Manor Apartments LLC, purchased the site in December and later sought a zoning change from single-family residential to a multi-family classification. The concept plan calls for five apartment buildings totaling 104 units, along with a walking path and designated open space. Plans provided to neighbors describe three three-story buildings and two two-story buildings.
Residents cite drainage, privacy, and neighborhood impacts
Homeowners living adjacent to the wooded area said the project would place a large, multi-building development directly next to established single-family streets. Some residents said they would prefer the property remain single-family zoned and that they wished they had learned earlier that a zoning change was being pursued.
Concerns raised by neighbors include stormwater drainage and runoff, trash and service impacts, light pollution, and loss of privacy. Some residents said that if the apartment plan advances, they want additional buffering measures such as setbacks, an easement, and a privacy fence to reduce direct impacts on nearby backyards.
What the developer is proposing and how it fits city planning policy
Through legal counsel, the developer said it is not aware of any prior plan to develop the land with single-family homes. The company stated that the proposal was designed to be compatible with surrounding properties and to add market-rate housing options along the Breckinridge Lane corridor, describing the project as consistent with Plan 2040, Louisville Metro’s comprehensive plan that guides long-term growth and housing policy.
