Louisville completes East Market Street NuLu streetscape after decade-long delays, delivering bike, pedestrian and safety upgrades

A long-planned corridor overhaul reaches the finish line

Louisville officials announced Feb. 24, 2026, that the East Market Streetscape Project in NuLu has reached completion, closing out a planning effort that dates back to a master plan finalized in 2011. The work rebuilt nearly a mile of East Market Street between Brook Street and Baxter Avenue, an area that has grown into one of the city’s most visited dining, retail and tourism districts.

The project’s construction phase began June 17, 2024, and advanced block by block. City project updates previously projected the corridor would open to the public in 2025, with timelines adjusted in part to accommodate major neighborhood festivals and event-driven work stoppages.

What changed on East Market Street

The streetscape is designed to rebalance East Market Street for multiple users—people walking, cycling and driving—through geometric changes and new streetside infrastructure. Louisville’s announcement described the project as substantially complete, with remaining finishing work such as final lighting and landscaping close to completion.

  • A dedicated, separated bike facility along the corridor, created in part by repurposing roadway space.
  • Expanded pedestrian elements, including improved crosswalks, curb ramps and curb extensions at intersections.
  • Landscaped medians positioned as neighborhood gateways, along with new street trees and additional streetscape landscaping.

Project documentation has identified the total investment at roughly $12 million, with funding structured across federal, state and local sources.

Construction impacts and neighborhood disruptions

During construction, the corridor experienced periodic lane shifts, temporary access changes and extended work durations in certain blocks. Public reporting during the buildout documented business disruptions tied to long periods of sidewalk and storefront work, and public attention around the removal of some existing street trees as part of reconstruction. City project materials indicated new tree plantings and landscaping would follow as work wrapped up.

The project was described by city officials as requiring ongoing coordination to maintain access to businesses while rebuilding the street in phases.

Why the timing matters for NuLu’s next phase

Completion of the corridor upgrade comes as additional development activity continues nearby. NuLu Marketplace, a mixed-use complex spanning East Main and East Market, has outlined expansion plans intended to improve internal connections between Main Street, adjacent alleys and Market Street. With the streetscape finished, transportation access, pedestrian circulation and bike connectivity through NuLu are expected to operate under the project’s final configuration as remaining lighting and landscaping are finalized.

Louisville’s Feb. 24 announcement paired the East Market completion with an update on the River Road Multi-Modal Project, framing both as part of a broader city push to expand multimodal networks and improve safety along key corridors.
